The 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change

Being elected by unanimous decision as the host country for COP29 is really a big honour for us. We consider it as a sign of respect from the international community to Azerbaijan and what we are doing, in particular, in the area of green energy.

FRAMEWORK FOR ACTION

We all have a moral duty to avoid overshooting the 1.5°C temperature target. But the window of opportunity is closing and we must focus on the need to invest today to save tomorrow. Our fixed priority is delivering deep, rapid and sustained emission reductions now to keep temperatures under control and stay below 1.5°C, while leaving no one behind.

Our fixed objective

The COP29 Presidency’s plan is based on two mutually reinforcing parallel pillars. The first pillar — to “enhance ambition” — combines key elements to ensure all parties commit to ambitious national plans and transparency. The second pillar — to “enable action” — reflects the critical role of finance, a key tool to turn ambition into action and reduce emissions, adapt to climate change and address loss and damage.

It is working to ensure everyone’s voices are heard and perspectives are considered and included so that we deliver inclusive outcomes based on shared solutions. We are optimistic that together we can make real progress.

Azerbaijan’s Green Energy Transition Initiatives

Azerbaijan is committed to developing its renewable energy potential, which is an important part of the country’s plan to reduce greenhouse gas emissions by 40% by 2050. The country intends to increase renewable power capacity to 30% by 2030 and diversify its existing energy system to become a leader in green energy. Azerbaijan is committed to leading by example and will update its national targets in its next 1.5-aligned Nationally Determined Contribution.

WIND

Azerbaijan's wind energy potential holds immense promise, with both onshore and offshore resources presenting significant opportunities for sustainable power generation.   The country boasts 3 GW of economic potential of onshore wind, as well as an impressive 157 GW of technical capacity of offshore wind.   Significant strides have already been made in making this potential a reality, with notable projects in partnership with companies such as ACWA Power and Masdar already underway.

HYDRO

Hydropower accounts for about 10% of the country’s domestic annual electricity generation.   About 25% of the country’s freshwater resources are concentrated in the Karabakh and East Zangazur regions, making hydropower a critical part of achieving the 2050 Net Zero target in these designated Green Energy Zones.   The crown jewel of Azerbaijan's hydropower infrastructure is the Mingachevir Hydroelectric Power Plant, which boasts an impressive installed capacity of 424 MW.

SOLAR

Azerbaijan’s economic potential of solar energy is 23 GW. The region's favourable climate, boasting 2,400-3,200 hours of sunshine annually, gives Azerbaijan strong potential as a solar energy producer.   In October, the 230 MW Garadagh Solar PV Plant was inaugurated. Several other projects are underway, and the country continues to sign agreements with stakeholders interested in its solar energy.   As Azerbaijan expands its solar energy infrastructure, the country is working with partners from the public and private sector, including businesses and multilateral development banks – stakeholders central to negotiations at COP29.

GREEN HYDROGEN

With the support of the European Bank for Reconstruction and Development (EBRD), Azerbaijan began exploring low carbon hydrogen production in February 2023.   Azerbaijan is actively working to bring its vision of a dynamic green hydrogen sector to life. The collaboration agreements inked with global private sector actors will enable the development of around 10 GW of renewable energy in the medium term that can contribute to the production of hydrogen.

Briefing Held on COP29 Transport Management Plan

BAKU, AZERBAIJAN – A briefing was held today to inform the public about the Transport Management Plan for COP29 in Baku, outlining the integrated measures planned to minimise traffic during the conference.  The briefing was a collaborative effort between the COP29 Azerbaijan Operating Company, Intelligent Transport Management Center under the Ministry of Internal Affairs, and the Azerbaijan Land Transport Agency (AYNA).    At a briefing held at the Baku Stadium, representatives from the participating organizations detailed the measures being implemented to manage the expected influx of visitors, ensuring efficient transportation and convenient movement for both participants and local residents during the conference.   Orkhan Mahmudlu, Director of Transport and City Operations at the COP29 Azerbaijan Operating Company, explained that the unprecedented scale of COP29, the largest event ever hosted by the country, requires a tailored approach to organizational preparations, including the transportation plan.  He noted that a dedicated transportation plan and vision were developed between February and September of this year. Orkhan Mahmudlu explained that the plan encompasses elements such as safe and efficient transportation of guests to and from the airport, ensuring smooth movement within the city, and improvements to Baku’s transport infrastructure.  He detailed the city’s transportation hubs, the dedicated COP29 fleet of vehicles, including complimentary conference shuttles, hundreds of taxis, and express public buses, along with the rules governing traffic flow in designated COP29 lanes.    Anar Rzayev, Chairman of the Board of Azerbaijan Land Transport Agency (AYNA) urged Baku residents to use public transport in anticipation of the large influx of visitors for COP29. He also recommended that those traveling to the airport use the alternative route of the Zigh Highway. Anar Rzayev noted that during COP29, express buses will operate from the airport to both 28 May and Ahmadli metro stations, and that some bus routes will be adjusted; details of this will be announced soon.   Namidan Piriyev, Head of the Intelligent Transport Management Centre (ITMC) of the Ministry of Internal Affairs (MIA), described the entry and exit routes for the city during COP29, noting that while some main streets and avenues may experience temporary restrictions to ensure the safe passage of VIP guests, no roads will be completely closed. He also advised citizens to minimize the use of private vehicles, given the scale of the event.   Large-scale monitoring exercises have already been conducted this month to test the COP29 transportation plan and have involved a range of COP29 vehicles, ambulances, fire engines, and hundreds of volunteers, successfully simulated various traffic scenarios.   Another traffic monitoring exercise will be held on November 3, from 11:00 to 14:00.  This will involve Heydar Aliyev, Istiglaliyyet, Narimanov, Khatai, Tbilisi, Azadliq, and Neftchiler avenues, as well as Lermontov, Teymur Elchin, Niyazi, Nizami, Yusif Safarov, Mikayil Huseynov, Rashid Behbudov, Khagani Rustamov, Pushkin, Abdulla Shaig, Nizami, Izmir, and Bakikhanov streets, and the Mardakan, Zigh, and Airport highways. Drivers are required to use alternative routes and public transportation during this time, due to anticipated traffic restrictions on these roads.

COP29 President-designate Engagements in Colombia for the 16th Conference of Parties of the Convention on Biological Diversity

The COP29 President Designate’s recent trip to Colombia for the COP16 Convention on Biological Diversity marked another critical moment in the weeks leading up to COP29 Azerbaijan. Engaging in high-level bilateral meetings with international policymakers and environmental experts, the President-Designate took part in critical discussions highlighting the urgency of global collaboration to address the climate crisis, biodiversity loss, and pollution.   Bilateral Meetings & Events   During his time in Colombia, the COP29 President-Designate held a variety of bilateral meetings with policymakers from around the world. In a conversation centered on strengthening National Biodiversity Strategies and Action Plans (NBSAPs) for effective biodiversity protection, he met with Mr. Nik Masimi bin Nik Ahmad, Malaysia’s Minister of Natural Resources and Environmental Sustainability. The President-Designate also held discussions with Ms. Astrid Schomaker, the Executive Secretary of the Convention on Biological Diversity, focusing on the critical need for global alignment to ensure a cohesive commitment to a sustainable future.   In his meeting with Mr. Bahodur Sheralizaod, Chairman of the Committee for Environmental Protection in Tajikistan, the President-Designate explored collaborative strategies for enhancing climate resilience and environmental protection between Tajikistan and the international community, further solidifying international partnerships ahead of COP29. Similarly, in a discussion with Ms. Aliona Rusnac, State Secretary of Moldova’s Ministry of Environment, he addressed ways to strengthen regional efforts for climate adaptation.   In a broader effort to strengthen ties across Central Asia and align global climate initiatives, the President-Designate met with Ms. Dinara Amanturovna, Special Representative on Environmental Issues for the Republic of Kyrgyzstan, to discuss sustainable development initiatives that address the unique environmental challenges faced by the region.   Additional bilateral meetings included a discussion with Dr. Mohammad Ali Qurban, CEO of the National Center for Wildlife and Flavien Joubert, Minister for Agriculture, Climate Change, and Energy for the Republic of Seychelles, where they discussed methods for advancing climate strategies for island nations, and the critical need for climate finance to protect vulnerable ecosystems.   To strengthen relationships in the Latin America region during his visit to Colombia, the President-Designate met with David Choquehuanca, the Vice President of Bolivia, and Luis Gilberto Murillo, Colombia’s Minister of Foreign Affairs. These discussions focused on advancing climate goals through multilateral cooperation and underscored Colombia’s pivotal role in uniting countries around their NBSAPs. In a meeting with Susana Muhamad, Colombia’s Minister of Environment and Sustainable Development and COP16 President, they explored ways to enhance collective action for biodiversity protection, building on the goals of the Kunming-Montreal Framework.   The President-Designate also attended a Ministerial Breakfast on “Strengthening Action for Peace with Nature: Integrated Solutions to the Climate Crisis, Biodiversity Loss, Desertification, and Pollution” and participated in the conference’s Opening Plenary meeting, where he joined international dignitaries to support the launch of the “World Coalition for Peace with Nature,” an initiative aimed at integrating climate action with global peace efforts. During the High-Level Ministerial Segment, the President Designate engaged with ministers and leaders to promote impactful climate finance and sustainable development solutions.   Looking Forward to COP29   The COP29 President-Designate’s trip to Colombia for the COP16 Convention on Biological Diversity served as a crucial steppingstone in the lead-up to COP29 in Azerbaijan. Through the Rio Trio Initiative—a collaborative effort between Azerbaijan, Colombia, and Saudi Arabia under the COP29 Presidency—the President-Designate fostered vital connections and engaged in meaningful dialogues with international leaders, underscoring the importance of collective action in addressing the interconnected challenges of climate change, biodiversity loss, and desertification. As the world prepares for COP29, these discussions will not only help shape a unified global response but also inspire the commitment necessary to drive impactful solutions for a sustainable future. The insights gained and partnerships forged during this trip lay the groundwork for a robust agenda at COP29, reinforcing the call for urgent and coordinated action to protect our planet and promote a harmonious relationship between humanity and nature.

Azercell Announced as Telecommunications Partner for COP29
